Interpretation of above plot:

The above plot shows the frequency response from 1GHz to 11GHz for a range of power levels.  The highest power level tested is +3dBm (input power), and corresponds to the lower trace in dark green.  This plot thus shows the gain while driven at +3dBm, and allows the output power to be calculated for any frequency.  E.g. the gain at Marker 2 is 29dB, corresponding to an output power of +32dBm, approximately 1.6W.
